HR Services Market 2025

The Polish HR services market maintains a stable growth and increasingly responds to the changing needs of employers. According to the latest report "HR Services Market 2025", prepared by the Polish HR Forum (PFHR), the total turnover of member companies reached 7.6 billion PLN in 2025. This is a result confirming that the HR sector is one of the key elements of the labor market infrastructure in Poland.

• Employment agencies in Poland support over one million people annually in finding jobs. By the end of 2025, there were 8,286 employment agencies operating in Poland. Despite a 3% year-on-year decrease in the number of entities, the market remains dynamic – over the year, 1,493 new agencies were registered, and 1,756 were removed from the register.

• The turnover of member companies in the field of temporary work reached nearly 4.8 billion PLN in 2025. The estimated value of the entire Polish market is about 7.4 billion PLN, which means a growth of 6% year on year. We also observed the same growth in the number of employed workers. In member companies of PFHR, as many as 82% of people perform temporary work based on an employment contract (for the entire market, this rate is 38%). Additionally, the number of hours worked by temporary employees is also increasing.

  

• The recruitment market remains demanding. For many months, we have been observing sustained declines in the number of published job offers. Although the entire year of 2025 member companies of PFHR closed with a decrease in turnover in recruitment services for Polish employers at a level of 2%, it is worth noting that the second half of the year is optimistic. Growths in the third and fourth quarters were 6% and 7% year on year, respectively.
